Why the term is risky

Different sellers use “revenue site” for different situations. One property may lack layout sanction, another may have incomplete land-use records, and another may simply carry older terminology despite a stronger file.

Ask what the phrase means for this parcel.

Trace the parent land

Establish who owns the parent survey land and what the RTC, mutation and survey records show. Match survey and hissa identifiers across the title documents and plotted-site records.

Check land use and plot formation separately

Identify the applicable conversion or diversion route. Then ask whether the subdivision or layout was sanctioned by the competent planning authority.

Conversion of the parent land does not by itself approve each plotted site.

Find the exact site on the approved plan

Verify the site number, dimensions, boundaries, surrounding roads and release status. A private sketch or developer brochure is not an authenticated planning record.

Confirm that the road exists on the relevant approved or public record and that the property has a legally supportable route of access. Physical use of a pathway is not always the same as a documented right.

City expansion does not repair the file

A site does not become an approved residential plot merely because urban development has surrounded it or municipal services have reached the area.

Likewise, e-Khata, a tax payment or registration is an administrative or transaction record. None automatically cures missing plot-formation approval.

What a real remedy looks like

Only a completed legal route applicable to the actual defect can answer that defect. An application receipt, an in-process promise or a broker's estimate is not the final outcome.
